Where x = 5, y = 5, irc becomes restricted for 10 minutes. This will
encourage people to get off irc on ftoomsh, as obviously the load means
that people are trying to do some pretty CPU-intensive work.

A bit too harsh. 2 months is nearly a semester. I think 2 weeks.
