csb will be making a proposal to ITAC which normally then pases its
approval the the VC who just signs it at that stage on ITAC's
recommendation. the chances of all net traffic being cut is very unlikely,
the way it looks like right now.. csb will count packets and charge back to
who ever "owns" the subnet. and yes csb will differetiate between
international and domestic traffic.

looks like IRC _may_ be getting the axe, still not sure.
