[ProgSoc] $10 for non-uts-union members

I seem to recall this being discussed in previous years. Wasn't there an
issue with getting Union affiliation for ProgSoc if we don't charge
non-union people more than union people? I vaguely recall something in
a Union blurb somewhere, though this was many years ago.
Has the situation changed? I hope so, 'cos it'll save me money. :)
