Well, as you'd quickly find out if you read the non-existent minutes, or
if you attend the meeting (but don't let me dissuade you from voting
against me just because I'm Prez, please), this no longer applies because
the double-the-fee requirement was there because Union memberships were
getting dollar-for-dollar cash grants from the Union to the clubs, but
that only applied to club members who were union members;  non-union
members would have to cough up their own cash.  However, the cash grants
no longer exist, so the 4.1.1 requirement is now unnecessary.  Does that
make sense?  I should rewrite that but that's Matt's job.

ProgSoc only really needs $10 per member anyway, not $20.
