Well I stand open to correction too, but my understanding is this:
- Audio forms part of MPEG-2 mux'ed stream, or
- Audio forms part of AC-3 data, not related to raw or MP3 at all
- mux'ed data is then CSS scrambled (optional part of DVD spec)
- this is then saved into the .VOB file
Most commercial things will of course be scrambled, which has regional
settings, etc etc. iDVDs won't, and can't have scrambling; this will
form the first widespread exception.

Maybe you're thinking of the enhanced CD audio format, the one which is
backward compatible and is the only remaining "new" CD spec that's still
alive (because of the compatibility).
