A note: there are subsidies, but they're not sufficient that it
makes economic sense to install a rainwater tank.  The subsidies on
town water are so significant that even when the water is delivered
free from the sky to your roof, it's more expensive than town water.
How complicated things are, when something so seemingly good as
providing clean, affordable, on-demand water to everyone leads us to
this environmental ill.
