Trouble with winsock

Okay..... I have a problem here with winsock..... I'm not too sure whats
happening but well here are the symptoms...... I do hope that someone
will be able to help me out with solving the problem.

1. I aquired the winsock program from here (at Uni that is)
2. I installed it as described in the doc. that came with it
3. I dialed the uni..... it prompts me for my login and password - I
enter them and all proceeds as per usual.
4. It display "negoiating PPP link" and finally "PPP enabled" - I assume
this meant that the connection was successful - right???
5. I then try to run a application (eg. netscape or telnet or ftp) - the
hard disk makes it's usual noise and them nothing else happens (ie. no
netscape or telnet windows, etc)
6. I then disconnect and kill the winsock application (it gives a warning
saying that killing the application may cause the network to go unstable)
7. After selecting yes to quit Winsock, all the application I started B4
pop up (ie. Netscape, telnet, etc.) and cannot connect (take a guess why)

Okay the system I run is a Pentium 100, 16Meg RAM, 28.8 Modem (BEST Data)
with Win. for Workgroups v3.11

Any help with this problem would be most appreciated.....
