Okay, I pretty much agree with what's been said. However, no one has
addressed (or suggested) a feasible reason for the difference in bandwidth.
The initial connection is slower because of the extra (Telstra + Optus)
switches that it has to traverse, but what about the speed of the
connection?

Not unheard of, and not improbable. One good theory as to the slower
speeds.
