It might seems obvious, but the machines are probably coming up before th DHCP servicing device.

Can you confirm that you've re-tried getting the machines to get an IP after logging in on the console following the power failure?

I take it that you cannot give them static IP's. Maybe there is a way to get them to request a lease automatically a period of time after they have failed to get a lease. This would cover anytime that the DHCP server is offline,

just raw bash prompt) failed to pick up an IP when the power came
backup. The only way to get an IP address assigned was to reboot the
machine using the 'reboot' command at the prompt.
Any ideas/suggestions on how to fix this?
