[ProgSoc] Nomination: Tom Bozic for Competitions Officer

I nominate Tom Bozic for Competitions Officer.

I know the position doesn't exist, so I move that it be created.
Reasons for creation:
1) The more people we have on the exec, the more people we can count
on to chip in and help out in all aspects of the club, due to their
greater emotional investment and sense of responsibility. The amount
of work each member must shoulder is also reduced. I was a member of
the debating club before I graduated, and I think part of their
success is due to the number of their exec (around 15).
2) I organised the back end of the programming comp with Jenny and
Livia last year, and it took a significant amount of my time - as much
as I spent on admin as CSO. There is enough work involved to warrant
one or even two Competitions Officer positions. I will admit that I
did not do as much as I had hoped as CSO because of other priorities,
including the Programming Competition.
3) A dedicated Competitions officer could achieve so much more than we
did last year: in addition to the UTS comp, there is the ACM ICPC
regionals, google code jam, capture the flag competitions,
competitions that look for innovative projects to incubate, etc.

Tom spent the most time observing and assisting with the technical
preparations for the UTS programming comp, and also attended the ACM
ICPC comp at Sydney Uni. He has shown his dedication through his
continued presence at weekly meetings. He is the logical choice for
the position.
